In the recent years, the organisation has undergone significant expansion, thus requiring robust and effective systems to meet the new challenges.Job Summary:  The Malaria Consortium Finance and Administration Manager  will technically support all financial matters in a recently awarded a grant from UNITAID to implement a large-scale initiative in seven countries in West Africa with six partners with a total value of USD 67million. The Finance and Administration Manager will also oversee all project financial systems and standard operating procedures, monitor budgets, manage monthly financial statements and forecasts, maintain rolling cash flow projection, including bills payable, and manage payments to sub-grantees as per contractual obligations. The Finance and Administration Manager will offer financial support to the three countries where Malaria Consortium will implement the project and oversee the sub-granting mechanism to five partner organisations.Key Duties and Responsibilities: Oversee all administrative, operational and financial management systems according to Malaria Consortium’s standard operating proceduresEnsure compliance with UNITAID’s established regulations.Evaluate the financial impact of management decisions, ensuring that the donor receives value for money and that all financial transactions undertaken are in line with Malaria Consortium policy and UNITAID established guidelinesReview and analyze the budget for costs that are allowable, allocable, reasonable and consistent and negotiate budget.Maintain grant management policies, procedures, and practices, and provide policy, guidance, and interpretation to programme staff and sub-grantees.Compile and prepare routine financial reports for the management team and donor.Develop the annual financial plan and quarterly forecasts for the project.Monitor and review budget against actual costs on a monthly basis, with the Project Director to ensure prompt correction of errors and resolution of problems.Ensure smooth operation of technical efforts and field activities by providing accounting, management and logistical support to facilitate the implementation of project activities.Identify financial risks of the project and prepare and keep updated with the Project Director the project risk register.Manage sub-granting mechanism to five partner organisations.Oversee the budgeting, reporting and accounting for the project for the three Malaria Consortium countries of operation, Burkina Faso, Chad and Nigeria, to ensure timely and accurate reporting.Make regular visits to the countries of operation to ensure compliance with Malaria Consortium and the donor policiesEnsure project financial reports, including cash flow requests for UNITAID are prepared according to donor requirements, and submitted to the Regional office for review prior to submitting UNITAID.Actively coordinate the required annual audits of the project in country and at partnersQualifications, Skills and Experience: The applicant must possess a good Bachelor’s degree in Accounting, Finance, or related field, Master’s degree preferredBe a Qualified accountant in recognized global body, e.g. ACA, ACCA, CIMAWorking knowledge of major accounting software, such as PS Financials, Sun, Oracle.The applicant must be highly familiar with cost accounting standards and management of sub-contracts and sub-grants to partners.Past exposure and experience working on large scale projects, managing teams across multiple locationsExcellent organizational skills with the ability to manage multiple priorities and deliver to deadlinesExcellent analytical skills with good attention to detailFluency in English with proven ability to communicate effectively within a multi-cultural environmentDemonstrated supervisory skills, and ability to work effectively within teamsPossess the ability to develop and interpret standard financial reports (balance sheet, income statements, cash flow).Working knowledge of rules and regulations of donors and their application
