British Council has operated in Uganda since 1952 and its aim is to build cultural and educational relations between Uganda and the UK.    Job Summary: The British Council Program Manager will oversee the direct and indirect delivery of the current portfolio of projects, largely through partnerships, in order to meet or exceed British Council’s objectives, targets and partner expectations in Uganda. The incumbent will also build and manage external and internal relationships with key governance stakeholders including the EU, DFID, local partners, consultants, service providers and British Council governance/society teams in the region and the UK. The jobholder will also explore and develop further projects within the society portfolio by identify funding opportunities, writing/contributing to proposals, supporting proposals from other SSA countries. Key Duties and Responsibilities: 1. Project Management and Delivery: To deliver a portfolio of projects through partnerships, meeting or exceeding all project targets. This includes but is not limited to:· Overseeing the full programme cycle utilising standard programme management tools including Gantt charts, project logic, and log-frames;· Compiling and preparing technical reports according to British Council and/or client requirements and quality standards;· Reviewing progress of programme according to the British Council’s monitoring and evaluation guidelines;· Carrying out programme activity follow-up with direct and indirect beneficiaries;· Developing and applying appropriate communications strategies;· Pursuit of new opportunities for funding.2. Risk Management: Identify, assess, report, monitor progress and mitigate risks to the achievement of project objectives.3. Relationship Management:· Develop and maintain stakeholder communication plans;· Consult and work with the programme’s local partners;· Consult and work with local stakeholders to ensure buy-in for the programme in its design and implementation;· Establish and maintain relationships with key development partners;· Provide progress reports to funding/project partners as per project requirements.4. Budget management: Plan, monitor and report on budgets as per British Council and client requirements and quality standards:· Profiling, forecasting and financial management of programme budgets including accurate and timely cash flow, expenditure reconciliation and reporting;· Maintaining accurate and complete monthly reports and budget commentaries;· Ensuring an accurate asset register is maintained;· Ensuring (in the case of the EU co-funded project) full compliance with EU standards, requirements and polices.5. Monitoring and Evaluation: Ensure that all projects have a monitoring process embedded, that project outcomes and impacts are measured and reported according to corporate/client standards, and lessons learned fed into on-going project design and delivery.6. Marketing and Communications: Ensure that projects are marketed to the highest standards in print (press, publications), digitally (websites, social media, TV, radio) and at events (conferences, workshops, meetings).7. Other duties: Line management of a programme officer, finance officer and other staff supporting the project and ensuring full compliance with British Council Equity Opportunity and Diversity (EO&D) and Child Protection policy and guidelines.Qualifications and experience· The ideal British Council candidates should possess a relevant University degree· Past experience in managing projects that are funded by other partners specifically the EU and DFID.· Prior experience in producing programme reports with analysis and documentation of outcomes and programme learning.· Significant experience implementing European Commission funded programmes.· Past exposure and experience in managing the delivery of projects using outsourced providers.· Past exposure and experience in Budget Management· Skills in Project and Contract management: Development and delivery; business and systems procedures; monitoring, evaluating and reporting; tendering and procurement.· Skills in Financial planning & management: Planning and forecasting; risk management; receipts and payments process; impact of financial transactions on BC statutory reporting and other obligations.Vacancy Documents:Please acquaint yourself with the Following Job documents before you Apply for this vacancy
