Position Title: NATIONAL HUMAN RIGHTS OFFICERReport to : the Deputy Head of OfficeDuty Station: Kampala, UGANDAOrganization: UNDPEmployment Type:Full Time PermanentApplication Deadline : 22-Sep-14Type of Contract : Individual ContractPost Level : National ConsultantLanguages Required : EnglishStarting Date : (date when the selected candidate is expected to start) 01-Oct-2014Duration of Initial Contract : 3 monthsExpected Duration of Assignment : 3 monthsBackgroundThe Mandate of the Office in Uganda of the UN High Commissioner of Human Rights is referred to the monitoring, reporting of the human rights situation in Uganda (especially in Central Region, Northern Uganda and Karamoja) and based on the latter provide technical assistance and advice to the Government of Uganda and the civil society for capacity building and institutional strengthening aimed at overcoming human rights concerns.Duties and ResponsibilitiesScope of Work· Under the direction of OHCHR the consultant will be required to:· Monitor key ESCR concerns in the country (health and education in particular, but also, land and Housing);· Assist in monitoring implementation of resources and policies at the national level on access, availability and quality of basic services in ESCRs;· Support implementation and development of strategies in support of Government in integration of human rights and HRBA in development plans, policies and programme;· Support the Office work in analysis of ESCR related documents, briefs, policies and plans in order to ensure that they integrate human rights;· Assist in basic research on the state of implementation of ESCR State obligations and in this regard support treaty body reporting obligations on ESCR issues as well as civil society initiatives on alternative reporting;· Based on gaps identified through monitoring and research, assist OHCHR’s advocacy measures and develop tailored capacity building workshops for relevant officials and CSOs;· Participate in any other activities related to ESCRs human rights and development area.Overall Objective of the consultancy:· To work on the ESCR related part of the Office workplan.· Expected Outputs and Deliverables· Analysis of ESCRs and development related documents, reports or bills with his/her substantial contribution;· Implementation of activities related to ESCRs;· Initiatives or inputs to ESCRs briefing notes, reports and other documents;· Periodic reports on activity reports on ESCRs produced;· Strategically tailored ESCRs capacity building trainings successfully developed for relevant officials and CSOs.Institutional Arrangement/Consultancy implementation ArrangementHe/She will:· Report to the Deputy Head of Office, Office of the High Commissioner for Human and is expected to have· Daily and weekly interaction with the supervisor;· Be facilitated through the OHCHR Kampala office for his/her day-to-day work;· Be supported and assisted to gain access to relevant documents and stakeholders for consultations;· Work with other partners like National Planning Authority (NPA), Uganda Bureau of Statistics (UBOS), Uganda Human Rights Commission (UHRC), Equal Opportunities Commission (EOC), Population Secretariat (POPSEC), and Civil Society Organizations (CSOs),Duty StationThe contractor will be stationed in Kampala, Uganda but may be required to visit other field offices of OHCHR within Uganda. When visiting other places other than his/her duty station on official duty, OHCHR office will provide transport and a Daily Subsistence Allowance in case of over night stays.Competencies· Demonstrates integrity and ethical standards;· Mature judgment and initiative;· Ability to present complex issues in a simple and clear manner;· Ability to work under pressure;· Initiative and independence.Core skills:· Good communication (spoken, written and presentation) skills, including the ability to produce a variety of written reports in a clear, concise style to external audiences;· Good computer skills including proficiency in word processing, spreadsheets, power point and other relevant software packages;· Good interpersonal skills and ability to work in a multi-cultural-ethnic environment and sensitivity and respect for diversity.Required Skills and ExperienceEducation:Advanced University Degree (Masters or equivalent) preferably in law, political science, international relations or other disciplines related to human rights.Experience:At least 5 years of progressively responsible experience at national and international levels in the human rights field, especially in the area of ESCRs as well as development planning processes.Language: Fluency in English, with excellent communication skills and drafting ability.Scope of Price Proposal and Schedule of Payments:All proposals must be expressed in form of an “all-inclusive Daily fee (professional fees, travel costs, living allowances, and communications) Daily fee.The contractor will be required to submit a monthly IC Time Sheet, duly approved by the Individual Contractor’s supervisor which shall serve as a basis for the payment of per day worked at every end of the month for the contract period.Recommended Presentation of Offer:· Candidates should apply by sending the documents below to UNDP· Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;· Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;· Brief description of why the individual considers him/herself as the most suitable for the assignment.· Financial Proposal that indicates the all-inclusive fixed Daily fee.Evaluation Method and Criteria/Criteria for Selection of the Best OfferThe Selection criteria to be used will be, Combined scoring method – where the qualifications and methodology (written and oral interviews) will be weighted a maximum of 70%, and combined with the price offer which will be weighted a max of 30%;Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.Technical Criteria – Maximum 70 pointsEducation in Law or related discipline – 05 points;Knowledge of ESCR – 05 points;At least 05 years of progressive experience especially in the area of ESCR as well as development planning processes. – 10 points;Written Interviews – 30 points;Oral interviews – 20 points
